The Government of the Hong Kong Special Administrative Region (HKSAR) announced the "Hong Kong Innovation and Technology Development Blueprint" on the 22nd, formulating a clear development path and systematic strategic planning for Hong Kong's innovation and technology development in the next 5 to 10 years, leading Hong Kong to realize the vision of an international innovation and technology center.

 

The blueprint defines four major directions for the development of Hong Kong's innovation and technology, including improving the innovation and technology ecosystem and promoting Hong Kong's “new industrialization", "strengthening the innovation and technology talent pool and enhancing development momentum", "promoting the development of the digital economy and building smart Hong Kong" and "actively integrating into the overall development of country and building a bridge connecting the mainland and the world".

 

On the basis of the four major development directions, the blueprint is further refined, and eight key strategies are put forward. 42 suggestions are proposed for 16 goals, so as to better coordinate and coordinate relevant policies to promote the development of innovation and technology in Hong Kong.

 

The blueprint proposes that by 2027, Hong Kong's overall innovation and technology atmosphere will be further improved, the ecology will become more and more prosperous, and the number of start-ups, investment amount and number of new economy companies will increase significantly. The proportion of Hong Kong's manufacturing industry in GDP has gradually increased steadily, and the growth momentum has continued to strengthen. The number of local employees involved in innovation and advanced manufacturing continues to rise, and the attractiveness of talents is constantly improving. The construction of the Hong Kong International Innovation and Technology Center has achieved initial results and gradually gained scale.

 

The blueprint proposes that by 2032, the overall innovation and technology atmosphere in Hong Kong will be more intense, and the innovation and technology ecology will be vigorous and full of vitality. The number of start-ups will hit a new high, and Hong Kong has become one of the preferred destinations for global technology start-up financing and a major market for initial public offerings of global new economy industries. In addition, Hong Kong will become an important highland of international talents in the country, bringing together a large number of outstanding scientific researchers and top innovation and technology leaders from both local and overseas. The construction of an international innovation and technology center in Hong Kong has entered a new stage, and an influential international innovation and technology center has basically been established, providing important support for the country to enter the ranks of innovative countries.

 

Sun Dong, Director of the Innovation, Technology and Industry Bureau of the SAR Government, said at a press conference held the day that this blueprint is a systematic and comprehensive document proposed by the SAR Government on the development of innovation and technology in Hong Kong, and it is also a forward-looking and strategic plan.

 

Sun Dong said that the next 5 to 10 years will be a critical period for the development of Hong Kong innovation and technology, and this blueprint clearly outlines the future development direction and key strategies of Hong Kong's innovation and technology. The SAR government will continue to listen to the opinions of all sectors of society, formulate specific implementation plans for the next step, and build Hong Kong into an international innovation and technology center.
