On 12 October, the first Maritime (judicial) Innovation Conference was held in Qingdao.

The conference was hosted by Shandong Provincial Department of Commerce (Provincial Free Trade Office) and China Maritime Arbitration Commission, and hosted by Qingdao Free Trade Zone Administrative Committee and Qingdao Council for the Promotion of International Trade. More than 150 people attended the event, including experts and scholars from well-known maritime fields throughout the country, representatives from courts at all levels, maritime courts and some of the country's pilot free trade zones, and entrepreneurs from well-known ports, shipping and logistics at home and abroad. With the theme of "Toward the Sea and Enrich the Free trade Under the Law", the meeting aroused the spark of wisdom with the collision of ideas, and concentrated the striving force with the exchange of ideas, and promoted the Qingdao Free Trade Zone to explore more areas, deepen reform, higher level of opening up and higher quality development on the track of rule of law.

Qingdao Free Trade Zone gives full play to the advantages of first trials, and works together with maritime, judicial, arbitration, trade promotion and universities and other institutions at all levels to jointly sign the co-construction agreement of "Legal Escort for Innovation and Improvement" in the pilot Free Trade Zone with a focus on improving the innovation of legal services in maritime fields, so as to deeply explore rules, regulations, management and forward-looking policies and measures, and accelerate the system integration in key areas. Jointly solve the business environment problem of deepening the reform and service innovation of maritime justice.

In order to improve the construction of the system of applicable rules of foreign-related laws, explore the mechanism of identification and application of extraterritorial laws, and improve the specialization and internationalization level of foreign-related commercial trials, the first national research center for identification of extraterritorial maritime laws was officially launched at the meeting. Zhang Dongqing, a member of the Party Group of Qingdao Maritime Court and leader of the discipline inspection team, said that the Qingdao Maritime Extraterritorial Law Identification Research Center takes the deep integration and development of industry, university and research as a path to study and crack the "bottleneck" problem that restricts the identification of extraterritorial law in foreign-related trial practice, enhances the service supply of foreign-related law identification and legal aid, and supports the establishment of a first-class foreign-related commercial dispute resolution center in China. Qingdao provides maritime judicial practice for building a new system of higher level open economy.

Qingdao Free Trade Zone will focus on modern Marine, international trade, shipping logistics, modern finance, advanced manufacturing and other industries, focus on providing intellectual support and efficient services in the investigation, research and training of maritime extraterritorial laws, and strive to build a domestic first-class foreign law investigation and research institution with distinctive characteristics and unique advantages.

Qingdao Free Trade Zone adheres to institutional innovation to unite the rule of law, innovates the linkage and coordination mechanism of "administrative district Law", focuses on the construction of a maritime power, strengthens the integration of the reform system, and creates a new model of "diversified and one-stop" public legal services that can be replicated and promoted. It has deeply integrated with the Qingdao Maritime Court, jointly built the International maritime judicial Research base of the Supreme People's Court, and set up the trial area of the Maritime Court Free Trade Pilot Zone in the country. "Qingdao Free Trade Zone adheres to the escort of the rule of law, strengthens the overall reform planning and system integration, promotes the innovation and development of the whole industrial chain, and the actual utilization of foreign capital, foreign trade import and export volume has doubled."
