On 4 September, 2023 Brics Forum on Future Networks Innovation was held in Shenzhen. Zhang Yunming, Vice Minister of Industry and Information Technology, Zheng Hongbo, Member of CPC Shenzhen Standing Committee, representatives of the information and communication authorities of BRICS + countries, and other high-level representatives from international organisations including International Telecommunication Union, African Telecommunications Union, Asia-Pacific Telecommunity and Global System for Mobile Communications Association attended the opening ceremony and delivered a speech.

The Chinese government has actively promoted the building of a strong cyber country, and its network infrastructure capacity has been improved by leaps and bounds. China has built the world's largest and most technologically advanced mobile broadband network and optical fiber network. Technological innovation has accelerated breakthroughs, and mobile communication technology has achieved leapfrog development from the following to the leading. Integrated applications are booming, and the industrial Internet has grown from scratch, and three systems of network, platform and security have been built, covering all aspects of research and development, design, production and manufacturing, and operation and management.

Zhang Yunming said that China is willing to work with BRICS and "BRICS Plus" partners to deepen practical cooperation in the field of information and communication, so that the development results will benefit more people of all countries. We will promote the construction of network facilities through joint contribution and shared benefits. We will increase network coverage and penetration, accelerate connectivity, strengthen risk prevention and response capabilities, and promote the establishment of a more inclusive and open cyberspace governance system. We will adhere to jointly promote co-creation, and promote the development of technology industry. We will further explore the complementary relationship between countries in terms of industrial structure and resource endowment, expand cooperation in artificial intelligence, jointly carry out technology research and development in emerging fields, accelerate the integration of resource factors, and promote the construction of a standardization system. We will adhere to integration and symbiosis, strengthen industry application and expansion. We will give full play to the guiding and driving role of the government, deepen partnerships for the new industrial revolution, encourage enterprises to stimulate innovation, and launch new businesses and applications in line with industry needs. We should pursue win-win cooperation and deepen strategic partnership. We will comprehensively strengthen coordination and interaction with the ICT Working Group, the Digital BRICS Working Group and other mechanisms, explore ways to strengthen communication and interaction with relevant working groups under multilateral mechanisms such as the G20 and ITU, and open regular communication channels.

Co-sponsored by the Ministry of Industry and Information Technology and the Shenzhen Municipal People's Government, the forum, with the theme of "Network Innovation for high-quality Development", was attended by about 300 representatives from the information and communication authorities of BRICS and "BRICS +" countries, embassies and consulates in China, scientific research institutions, enterprises and international organisations.
