Since its launch in 2014, the forum has become a business card for Hunan's talent attraction, and a distinctive brand of the Overseas Chinese Affairs and United Front Work Department. It focuses on building a platform for strategic advice to the Hunan Provincial Party Committee and Provincial Government's "innovation-driven, open-emerging" strategy, a platform to serve Hunan's talent needs, and a platform for showcasing and exchanging innovation and entrepreneurship by overseas returnees. On December 29th, 2020, Changsha became one of the first Chinese cities to join the Lancang-Mekong Tourism City Cooperation Alliance.
